Add mailing list support #55

Maintain our own email/membership lists.

This would allow us to:

send automated information about events,
send better-formatted HTML emails (Meetup.com email support is pretty terrible),
send more targeted emails
allow us to know exactly who is receiving emails (many Meetup.com members have emails turned off)

There are unanswered questions:

would mailing lists exist at a Queer Code level or at local group level? I.e. - who owns the data?
how are we affected by legal issues e.g. GDPR? If we use a service like Mailchimp are we protected/shielded in some ways but not others? E.g. what if someone who access decides to export and share data?
