Can we bump the app-engine-python version to 1.9.30? #420

Issue running command [gcloud components update].

What steps will reproduce the problem?

gcloud components update

What is the expected output? What do you see instead?

Expected to see the lastest version of App Engine, 1.9.30, available. Instead 
saw one from a few months ago.

Please provide any additional information below.

Would like to try using the new Python Cloud Debugger:
