Initially, I found my server not running. so connected my instance from my 
local system terminal, and learned that no more space available. 

it shows 99.8% of disk memory full. but it shouldn't be the case. there was 
around 4GB space available.

then I restarted my instance, after that, i am unable to connect it from my 
local machine. so I tried with web console, then It shows ssh issues. 

After looking at logs "Serial console output" I came to know that mount issues 
& boot issues.

Hi there,

This is the issue tracker for the Cloud SDK. As such, we don't handle issues 
with Compute Engine VMs. StackOverflow or ServerFault might be better places to 
ask.

That said, you may want to look into making a new VM and attaching the disk 
from this VM. I'm not sure exactly what happened here, but if you do that you 
can pull important data off of this disk (if you don't have backups elsewhere) 
and debug.
