Point of view block seems to prevent "upload courses" process from working correctly

When I include the "Point of View" block in a 'template course' and use the Upload Courses tool (i.e. System Admin - Courses - Upload courses), the upload will not work correctly

• The new courses are created, but the system will not restore the content from the template course
• I can 'import' from the template file -- this works but generates a warning: "The Guest role in the backup file cannot be mapped to any of the roles that you are allowed to assign."

(For clarity - I am running this process as an admin, so this isn't a permissions issue)

• The Upload Courses process works correctly if I remove the "Point of View" block from the template course

Any ideas?
