Add shortcut and custom input to 013-QUP #20

Finally got time to add shortcut and custom input to Quality Upgrade Planner mod.

Shortcut icon is very questionable (took if from flaticon.com)
Needs to update info.json and changelog.txt to bump up version if you want to make a release for it
Also you'll need to update the readme.md if you wanna spend couple of words on using shortcuts instead of the console command.

Overall, not a great PR, what can I say 🫣
