[BUG] [Towny Compat] Incorrect Create Checks

Description

When using the create: -MODIFY checks for creating a new chest shop, it checks for modify permissions and if it's a shop plot. This is incorrect according to the documentation.

Steps to reproduce

1. Run QS with the towny compatibility module.
2. Have only the modify check on the create shop section of the config.
3. Try to create a shop in a non-shop plot but in an area you have permission to build.
4. Shop is unable to be made.

Expected Behaviour

Shop should be created.
