Quickplay Premium Transferring #12

Quickplay Premium users should be able to transfer their subscription across accounts via /qp premium transfer <UUID>. Trial accounts should NOT be able to do this, however.

Due to tight schedule this is being pushed to another release. Users can still contact me if they wish to transfer.
