Hidden toolbars not customizable. #66

I think that as long as toolbar is not disabled it should be available in customization mode, regardless it's current visibility state.

btw very nice addon, just discovered it.

Customize mode currently just follows the trend for all the other toolbars (native ones too). For example, both the bookmarks toolbar and the menu bar will only appear if they're visible as well; but they're always enabled, as in they always exist. Same goes for every other toolbar added from add-ons (that I've seen at least, and I've seen quite a few).

I think changing this, especially only for the puzzle toolbars, would cause more confusion to be worth the benefit it would bring, because then customize mode wouldn't really work in the same way for all the toolbars it showed.

BTW, even though I'm closing the issue because of that reason, you can still post here and try to change my mind if you'd like. :)
