Mac CLI to drive other Hactars in the same room

Since Hactar boards (ev10 currently) are in short supply, a simple test CLI for joining rooms and sending/recieiving messages to/from Hactar devices would help speed up development. This CLI should be as simple as:

• Asking for relay ip
• Showing list of rooms
• Showing joined room incoming/outgoing messages
