Support more than one template under a give pen/sub-pen combination #55

MOQ has the concept of Track Namespace and Track Names to which things subscribe to. When mapping between MoQ Tracks to Quicr Namespace, we need to be able to look up multiple prefixes under a given sub-pen.

This requires support in template addition/encode/decode flows.
