Support Sync Protocol #63

This PR is an attempt to address #19 and #29 Supported

Send sync every second from client
Send Ack in reply to sync
Detect if connection lost
Send Reset if connection lost
Send Reset on connection close
Send Auth secret in Sync
Verify auth secret in Ack and Reset
Support Reset with cookie that indicates retry Sync with Cookie
QuicServer class to wrap connection state handling

Not Supported

Server side connection loss detection
passing in origin information
