@huitema this is the congestion response observations we talked about. We need to diagnose what's happening and figure out next steps

OK. Let's rename the issue then. And I think we can summarize the issue as is:

When congestion is encountered, QUICRQ relays starts dropping lower priority objects as a way to reduce load and maintain low end-to-end latency. There seem to be issues with the current algorithm dropping too many video frames, resulting in stuttering video experience, e.g., only showing the I frames. These issues need to be investigated.

@suhasHere Is there a way to reproduce this issue in local setup on a single machine? Would you be able to share instructions (either single machine or multi-machine)
