god mode elevation when user AccessLevel == 0 #31

I haven't tested this myself, but there've been reports in IRC that if user 
AccessLevel == 0 then one 
can get elevated god mode privs.  Don't recall if they said this happened if 
200 > AccessLevel > 0

There was also reported misbehavior when AccessLevel == 255, though I don't 
know specifics.  Test that too.
