Error condition fails to present when running Grid/install.php on Win2k8 WE

What steps will reproduce the problem?
1. Quickly install and configure mysql and php
2. Follow the SimianGrid installation procedures up through the mysql creds form
3. click 'Submit' and wait for the empty page

What is the expected output? What do you see instead?
The expected output is to continue into the installation process; instead I see 
a white, empty page

I've tracked the actual problem back to a timeout (execution exceeds 30 
seconds), which is very likely the result of my (less than optimal) dev 
environment. However, Jon says I should report the problem with the error not 
'bubbling up', so here it is :)

wait is this still actually happening or did this end up being resolved by 
tweaking mysql settings ?
