Loom 1.1.23 still publishes `runtime` scope for `modImplementation` transitive dependencies

Transitive deps are still only applied when they're not runtime on import as far as I can tell on 1.1 (unlike 1.0), so this means something i published myself five minutes ago with 1.1 can't be correctly imported into another project also running 1.1
