Move incompatible mods JSON to the website #147

This is a JSON list of all the Quilt incompatible mods that can be parsed by Cozy and any bots using the Kordex Log Parser module.

Historically, it was kept in the Incompatibility Mega-Thread on the forum, but this approach should allow for easier parsing and updating of the list.

Is Cozy ready to start pulling from the website?

While you're here, LevelZ is also incompatible due to usage of Fabric API impl (fix PR)
