This PR adds a privacy policy for the ModMail+ bot.
I've had to make use of a temporary email, quiltmc.privacy@starchild.systems, while we wait for @Haven-King to set up one under the quiltmc.org domain. That will have to be updated at a later date (due to the importance of this policy we shouldn't be waiting for this).
This policy is based on personal documents, the law itself, and gdpr.eu.
Important notice: I am writing this document as a Data Controller from QuiltMC. Starchild Systems waives any responsibility for the usage of this policy.
