Update makefile #187

close #182 今まで手元での静的解析は make check -> make fix というフローでやっていましたが，make check だけでフォーマッタの実行・import 文のソート・lint error のチェックを実行します． push 前には make check を実行して，もしあれば lint error を修正するだけでよいです．

Python 3.10 の CI が落ちるので一時的に無効にしました． https://github.com/Qulacs-Osaka/scikit-qulacs/pull/183#issuecomment-1121948102 と同じ原因です．

すばらしい。typoも修正されている。 本来、自分がissueをあげなきゃいけなかったのに！
