Release 0.3.0 #222

221 に書いた通り，pip でインストールできる最新の skqulacs が依存している qulacs-osaka>=0.2.0 を pip からインストールできないため，qulacs-osaka>=0.4.2 に依存するバージョンをリリースします．

いくつか API が増えたため，minor をインクリメントしました．

LGTMです！qulacs統合したら、依存ライブラリも修正しないといけないですね。 Issue立てときます。
