Are we able to populate the shortcuts list with commands as well?

The hotkeys menu has commands from other plugins and I'm wondering if we can have those in our shortcuts menu list

From my hotkeys menu it shows i have 243 hotkeys

From my shortcuts menu it shows i have 114 shortcuts

So I'm wondering if all of those other commands could be added to hotkeys menu too so we can add shortcuts for them

For editor commands, it need to focus on editor first.(But we cannot focus on editor to trigger the command). Other commands could be added to list
