Windows: Download Manager -> Open Folder target incorrect at specific times #2590

Steps to reproduce:

During a download,
... say from the Windows Installer x64 link (or an ISO say from Ubuntu),
... if you right click to open the context menu,
... click on the downloading file,
...and "Open Folder" menu item...

Expected:

Open to folder selected in dialog

Actual:

Opens to the profile root (named User in my case, or whatever account name the OS is logged in with) instead of where I targeted it in the Windows common dialog.

Notes:

Upon full completion of the download it does open the correct folder.
Aborted downloads open to the profile root.
Not currently symptomatic on Linux with Qt/KDE common file dialog e.g. does not have that same issue.
Not currently symptomatic on OS X with Apples common file dialog e.g. does not have that same issue

System stats

QupZilla (at least) 2.2.2 - 2.2.5 - x64 installer
Windows 7 Pro with full updates
