Incorporate tag cleaning algorithm into Tag model #175

This could guess at which tags should match, or be more complex and return suggestions so that a user could manually respond yes or no.

I think more accurately some of the rules and verifications should be included here.

But I think just as appropriately the rest should be in the client - it is currently unclear where the split in responsibility best lies.

It would also be good to have an admin tag management facility - add, remove, modify tags, and see stats on tag usage.
