When harvesting allow decoding .wac files #35

We want to reduce human steps involved in processing audio.

Rather than having wac2wav run a pre-processing step, our harvester should be able to decode the files.

This needs to be implemented in https://github.com/QutBioacoustics/baw-audio-tools

@atruskie do you have a small .wac file I can include in the baw-audio-tools gem and use as a test?

To clarify: we won't store original_audio as WAac as there's not sufficient tooling to do so. It will either be stored as FLAAC or WAVE
