Bug fix: Site assign page should not error on submit

At the moment, the sites assign page (found on projects) is non-functional and throws an error. This pull request makes the assign sites page functional again.

Changes

• Bug Fix: error being thrown in sites assign page
• Bug Fix: you can now assign a site, then unassign it (this was previously not possible)
• Added tests for the sites assign page
