Addresses are being associated with the wrong city #136

Oak Bluff is showing as the city for addresses in Winnipeg. Search results will not return anything if the city is Winnipeg.

Ways to reproduce: Try searching for 300 Portage Avenue, Winnipeg. Nothing shows up. Now try 300 Portage Avenue, Oak Bluff. Shows the correct location of the address in Winnipeg.
