A few more items from the holistic doc issues https://github.com/R-ArcGIS/planning/issues/1:

[X] Doc instructions should encourage users to install and load arcgis only
[X] (doc) when publishing two things are added like python api but different types. clarify what the process is at the rest level publishing doc

Also a few other items:

[X] made references to ArcGIS location services consistent in terms of capitalization
[X] added links to the packages in cran
