Conditions for decision to form a kingdom are unclear #177

I have a claim on a kingdom title (defacto ruler), but the title is still hold by another character (the previous king of the now destroyed northern empire). My culture is Battania and there still is a kingdom with the same culture (Battania).

The decision description says that my 'Faction' cannot be represented by a kingdom or empire. Does that mean I have to destroy the Battania kingdom?

The wiki does not mention kingdom creation.

For everyone also wondering. You have to found a kingdom by talking to one of your governors. Then you can take the decision (if you fulfill the requirements).

The confusing part is that one has to found their kingdom twice.
