Done (will be tested on November 22). Description of the solution:

bash script
R script using blogdown to generate the website
includes checking proper generation of the website (if all needed packages are available)
includes notifications by the command send-notify from xfce
run every week using cron [TEST OK]

Remaining issues:

[ ] my version of Hugo seems older than yours (default version of the old ubuntu LTS release 18.04) and it generates a website with slights differences in the header and an improper handing of the 404 page
[ ] the script is run only when my computer (local) is on so the website won't be updated on Friday when I am not at the office
