I believe that this is better, and there is no risk of replacing the most recent version of the translation of the modules.

Pretty controversial stuff.

I haven't figured out the best way to deal with this file yet.

I believe that the right thing would be to add it to the VIP Core itself, it is one of the requirements for the plugin to work correctly. I understand that it is only necessary if it has modules, but I still believe that the file should be here too. Then users will be doing PR to update and add new translations.

I believe you can add @hirowatch as supervisor of this file.

One way to keep it organized would be to create an organization just for the VIP Core, so we can not only find the VIP Core, but also add the repositories for Modules and Translation.

We can even use this one: https://github.com/VIP-Modules

Just rename it to VIP Core and with that push the repositories all to it. It would be easier to control access to repositories, permission to merge and etc.

What do you think about this, would it be a good idea?
