Add a template reader and a data type for sync check #897

This allows to read sync values from different detectors which is mandatory for the online analysis of the upcoming experiments. Some updates as well as the online task for plotting the sync correlations will follow with the next pull request(s)

Looking at the clang-tidy warnings I do not see any significant issues that would prevent this pull request from being merged. Any "cosmetic" modifications can be addressed later (if necessary) in my subsequent pull request or if the corresponding issue is created. I hope this pull request can be swiftly accepted
