Cannot buy paid apps on Japanese market

What steps will reproduce the problem?
1. Enable MarketEnabler 1.8.5 and use the code "44026" (Docomo) to access the 
Japanese market 
2. Find a Japanese market-only app (for example, 薄桜鬼 待受絵草子 
～風間編～)
3. Attempt to buy it

What is the expected output? What do you see instead?

I should be able to buy it since I have MarketEnabler, but instead I get 
"Error: This item cannot be installed in your country."

What version of the product are you using? On what ROM?

I am not using a custom ROM, but I am rooted with SuperUser v.3.0.7 (41).

Please provide any additional information below.

MarketEnabler used to work properly on my phone before the Market update. I am 
using an LG-P999 with Wind Mobile (Toronto). Furthermore, I can't access a lot 
of apps in the Japanese Market now, though I was able to in the past. For 
example, any Japanese Market apps by 株式会社ボルテージ. They show up 
fine on the Android Market's web version 
(https://market.android.com/search?q=株式会社ボルテージ&c=apps), but 
not in the Android Market itself, with MarketEnabler on.
