The restore codes aren't saved anywhere, as they get calculated from the secret
key. But you need your original authenticator.xml file to get at that key....as
long as it isn't Windows encrypted.
If you have a backup of that file (the default is saved in c:\documents and
settings\<username>\Application Data\Windows Authenticator) AND you didn't use
machine or user encryption, then you can just open it in a new version of
WinAuth and see the codes.
If you did use machine/user encryption, you would need to restore Windows and
your master password disk. That would restore your Windows account, but I'm
guessing you didn't create that disk...who does.
If I were you, I'd just go straight to Blizzard and request that the
authenticator be removed. You can also get them to change your email at the
same time. Contact their support or use these links:

Given you don't have access to your email, I guess calling them is going to be
your best route.
