If that's all your file contains then it looks as if it has been corrupted. Do
you have any other backup which has a larger file? Do you still have the serial
and restore code from when you added the Battle.net authenticator?

It is secured with the in-built Windows encryption. This means it can only be
opened on your own computer and previous installation. There is no way for me
to access it. If you have a backup of your Windows installation before you
reformatted you could get it back, or if you have a backup of your Window's
account master key.
Unfortunately there isn't any other way to get it back without the
serial/restore codes.
Last resort you'll have to contact Blizzard and request to get it removed from
your account. If you have SMS Protect, you can do it using that, otherwise you
need to use their form:
https://us.battle.net/account/support/remove-authenticator.html
(change to eu.battle.net for EU).
