What system/version asus n550jk/windows 8
How many authenticators do you have? If one, what type 1-> for runescape

Do you use a password?

Do you use the "Encrypt to only be useable on this computer" protection?

i dont know

What steps will reproduce the problem?

If you are able to load WinAuth, please click the cog icon and choose
"About...". Click the Diagnostics button and copy the contents of the field
(beginning with "--BEGIN PGP MESSAGE---") into a file and attach to this
issue.

There is no password recovery. Your password is used to encrypt the 
authenticators. You would have to restore from a backup, or you follow the same 
instructions in https://code.google.com/p/winauth/issues/detail?id=190
