use the msfdict package #228

This will fix #226 by re-exporting the following functions from https://github.com/R4EPI/msfdict:

gen_data()
gen_polygon()
msf_dict()
msf_dict_survey()

i know but under a pile of admin at the mo - so would probably need to wait til at least this weekend for me to sit down and review properly

Alex's response: msf_dict() seems to be working fine .... dont really have anything to add :man_shrugging: code all logical too and hasnt changed super drastically from prev (other than being a million times cleaner)
