Mapping section: one cumulative AR and then weekly #250

@pbkeating suggestion to change the mapping section so that there is one plot showing the cumulative AR for the whole period, and then individual weekly AR (?for the last couple weeks).

Reasoning is that the cumulative overall shows you highest burden areas, but on a weekly basis unlikely to change much. Just showing individual weeks would not tell you much as likely to be quite random in pattern. But if show overall with cumulative and then show individual weeks (not cumulative) then gives a better understanding of what the current situation is - particularly for the end of outbreaks.

@pbkeating this is already set up like this (to have one overall map and then a weekly one). I have set it now to show the last four weeks in the dataset. If you wanted to change it to be able to programatically define this based on reporting_week, would probably need to change everything to {tsibble}. For now I will leave as is though.
