Fixed version number for .dlls on Windows and symbolic links on Linux.

Some questions to ask: What is this change? Modified workflow script tp fix symbolic links. Modified rc.template file for correct version numbers. What does it fix? Fixed version number for .dlls on Windows and symbolic links on Linux. How has it been tested? Locally on Windows for the .dll version numbers and remote on GitHub for the symbolic links on Linux.
