Add a description

Updated bash scripts which are now formatted by shfmt. Updated action workflow scripts to use Node.js 16.

Some questions to ask: What is this change? bash scripts formatted with shfmt workflow scripts replaced ...@v2 by ...v3

What does it fix? bash scripts are now consistent and easier to maintain. workflow scripts don't show a deprecated warning any longer.

Is this a bug fix or a feature? Does it break any existing functionality or force me to update to a new version? How has it been tested? Only scripts were updated, main code was not touched.
