Add 3 second backoff time when request successful to space out requests
Fix null handling in OuraRingConfigurationConverter
Restore previous version of OuraServiceUserRepository and Fitbit ServiceUserRepository and keep ktor version
To use this, we should set fitbit.user.repository.class=org.radarbase.connect.rest.fitbit.user.ServiceUserRepositoryLegacy in properties file
Add Fitbit HRV, BR, skin-temp to config
