Depends on #35 Closes #30

Changes -

Convert all references from radarcns to radarbase, including package names
Remove version and released keys from configuration since they had no value.
Provide defaults for fixed URLs of the management portal
Improve configuration by grouping MP configs under a key

Breaking Change

After this is released, anyone upgrading to that version will need to move to the new configuration file format.
