Response options for "Child considered ESL:" need to be

Not, ELL, ESL, or PANA (these are specific to Ontario)

The english has been changed to "Does the child have exceptional/Special Needs?" If you would like to change the french please let me know. It is currently "Besoins particuliers connus"

Should the response options include Don't know?

I have included yes(1) and no(2) for now - I can include dont know if you want it as well. Previously values were ESL (1) Pana(2) ELL(0)
