Message "Google Email Uploader.app can't be opened because it is from an unidentified developer"

What steps will reproduce the problem?
1. Download latest version of app (1.2.0) to Downloads folder
2. Unzip
3. Launch "Google Email Uploader"

What is the expected output? What do you see instead?
The app never actually launches. The modal window with the message, ""Google 
Email Uploader.app can't be opened because it is from an unidentified 
developer" appears. Clicking the only option, "OK" just dismisses the window.

What version of the product are you using? On what operating system?
This is for "Google Email Uploader.app" version 1.2.0
I am running OS X 10.9.1

Please provide any additional information below.
I thought perhaps it was having trouble running from the Downloads folder and 
moved the app to Applications but that didn't fix it. Also, I am admin on this 
machine.

This is a feature of Mac OS X. Right-click (or click with the keyboard control 
key depressed) to open it the first time.
