Including Steve's hotfixes to the Bin scheme aerosol #5

Hi, I've included Steve's hotfix to the microphysics.f90 file in the bin scheme. This fixes an issue, first identified by Bee, where aerosol is reset after the first timestep when using the bin scheme. Steve's description of the issue is below.

"Bee found a problem where aerosols were disappearing after initialization.

This involved an unintended link between Bulk Micro and Bin Micro that does not work ok with Bin micro. I've removed this linkage related to minimum allowed hydrometeor mixing ratio."
