Compiles in VS2019 on Windows 10

Updates seriallib to latest github master branch as that is now compatible with windows
Added simple windows implementation of usleep
Added new and delete for the byte buffer of the image buffer for stricter C++ compiler so it ensures it is assigned to the heap and not the stack.
