Wii/PS3 Crossplay #5

This implements patches to the netcode to make Wii + PS3 compatible for online play. A modifier has also been added so users can switch between crossplay-compatible netcode and non-compatible netcode.

There are still a few things missing before this can be merged and will require backend updates on GoCentral to properly support it.

I figured I'd mention the two biggest issues I've been having with crossplay here.

  1. Wii players crash when connecting to players with short to medium length PSN names. Minimum 12 characters required maybe? Still looking to test this with more people to figure out exactly what the limit is.
  2. PS3 players usually crash after one setlist or if you try to start a second setlist.

Outside of that it actually kind of works, which is pretty crazy.
