Negation on filing name: If only one determination it automatically becomes 'is current' #35

Discussion required with team. If label name is also the filing name then only one determination is required. If only one determination is associated with a collection object 'is current' is automatically checked. Is this clear enough or too complicated? Do we need filing name in name usage does or 'is current' negate the need for it?

The decision has been made to use both the isCurrent flag and filing name in name usage
