Replaces the current combined vector clock and plausible clock approach
Clock sizes scale with the number of locations per replicated log
Can track causality within a location

Will be discontinued because:

it is not compatible with batch write semantics to the same local event log by different actors
it makes conflict management more complex for event-sourced actors with stateSync = false

It will be replaced by plausible clock system (see also #280)
