Islands present on bankfull but not wetted? #14

See attached image. Why are there islands on the bankfull but not wetted? See on the right hand image that there are indeed islands on the input wetted GIS layer.

Note that this is 2011 dataset that is pre-island GIS layer being available. When this is the case how are we treating donuts? I don't understand how we are sometimes retaining and other times ignoring donuts in the water extent polygon.

This is a data issue. The wetted has only non-qualifying islands and the bankful has only qualifying islands.
