Recompile only if source files have changed #5

What steps will reproduce the problem?
1. Hit a /compile URL, observe that it takes a while.
2. Don't change any source files, hit the URL again, observe that it takes a 
while.

What is the expected output? What do you see instead?

I think Plovr should cache the compiled output and only recompile if a source 
file has changed. Maybe there are other reasons to invalidate the cache; I 
haven't thought about it much.
