create mcap recorder

[RCMast3r]

two instances of the mcap recorder:

• [ ] long running mcap file will contain:

  • [ ] activity estimator results (custom pb)
  • [ ] form field values (custom pb)
  • [ ] sensor data (for now just fake temp / barometer sensor) (custom pb)

• [ ] mcap clip file (short term recorder) will contain

  • [ ] video of the octopus over time (foxglove schema)
  • [ ] bounding box (foxglove schema)
  • [ ] movement estimations over time (custom pb)
